Because eyeballs are either transactional or not.
More often than not, the eyeballs in any given audience are not transactional for an advertisers offer whether at that particular moment in time or at some indefinite point in the future.
If most advertising reaches people (eyeballs) who aren’t in the market for what the advertiser is selling, isn’t it any wonder that advertising ever succeeds in producing results for advertisers?
